Sometimes, non-residents face challenges in getting police clearance certificate even if they have applied to the competent authority. There are many reasons for that, which you may not be aware of.

NRIs To Apply PCC With Embassy
Also called High Commission of India, the embassy is a competent authority where non-residents of India can physically visit to apply for this certificate. Alternatively, they can visit its official website to remotely forward their case to India’s Police for issuing this certificate.
Ideal Candidates to Get It
Indian Diaspora with valid passport can apply and get this document, which can be used for employment and admission in the foreign. Simply put, this certificate can be applied for, provided that the candidate is a citizen of India. He/ she should have a valid ID proof or passport.
Application Steps –Online Procedure
• Go to embassy’s website, for example-https://www.indianembassyusa.gov.in/pdf/Form_Pdf_69.pdf& select Police Clearance Certificate (PCC).
• Fill the form, or provide details as applicant name in the passport, full father name, full mother name, place and country of birth of applicant, DoB, name, nationality, permanent address in India, address in abroad, contact no., profession/business, email id, current passport no., place and date of issue, date of expiry and signature.
• Download, sign, upload and send the “Declaration”.
• Before final submission, upload photo and relevant documents.
• Thereafter, pays the requisite fee.
• Take print out and keep it for future reference.
Reasons for Not Receiving PCC
a) Wrong Email Id or Details
Do keep into account that all these details must be valid and accurate. If any of these would be wrong, such as email id or address, you won’t receive it. So, make sure that every detail is accurately filled.
The verification will be conducted by police and then, this electronically signed document will be sent on the registered Email on the stipulated period upon cross-checking the police record & details.
b) No Confirmation of Payment
When you pay for the service, you receive a reference number to check the status later. If you don’t receive, it means that your payment is still pending. So, you have to complete this procedure first. Once it’s done, get confirmation through the reference number.
But, there might have some inaccuracies in filling bank details by you. A wrong bank account or card detail can end up in no payment. So, you need to be careful about it.

• Bank Passbook
• Rent Agreement duly registered in the Hon’ble Court of Law/Registrar/SDM Office (Rent Agreement issued by Notary Public is not applicable) in the name of the applicant at present address for issuing of PCC.
Processing Time
This can be in between six and eight weeks, depending on the current conditions and the verification procedure carried out by the Indian Regional Passport Office (RPO) to complete this request.
Field Enquiry for Verification
The presence of the applicant is must during field enquiry, if in India. This is the case when you apply for it with passport application. Besides, he/ she should be ready with two witnesses with their valid ID proofs. The officer would ask some simple questions about you, reason to get it and address. Once the verification is over, you get the document within a stipulated time.
If you are applying through Embassy website, you need not go through the field enquiry.
Fee Structure
The fee structure differs country to country. Let’s say, it’s US$25.00 (Twenty-Five Only) if the current passport is issued from Embassy and US$40.00(Forty only) if issued by some other authorities. This is the case of passport. Likewise, the fee for PCC will be according to country.
